Abstract: 

Competition law is a newcomer to the legal system recently. A sound understanding of competition policy can provide us with sufficient bases to apply a fundamental and normative view of the issues of competition law. The difference in supervision and regulation determines how the market functions and in order to understand this difference one must understand competition policy. Competition policy may be based on governmental support for national production and industry or on a non-interventional and regulatory posture. Moreover, supervision, based on the principle of non-intervention in the market mechanism, is rooted in liberal ideas; however, regulation, whether as a rule or an exception, is based on the assertion that the market has been ineffective in attaining its goals. Therefore, the government will resort to interventions to regulate inefficiencies.  This paper aims to analyze Supervisory Authority in Implementing Competitive Policy by employing the description method. In this article the author tries to first delineate competition policy, its related requirements and imposed deviations to the market. Then, by defining the supervisory entity and clarifying its distinction from the regulatory institutions, the author considers the characteristics of an appropriate supervisory entity conducting a comparative study of this issue in Iran and the U.S.A. This form of Competition policy because of its applicable experiences which have been well described by recent scholarship is considered suitable for the native system.

Abstract: 

The purpose of the current research was to investigate the obstacles to the implementation of school-based management in Iran's educational system based on the interpretive STRUCTURAL modeling approach. The research method was a modeling study. The statistical population of the research was specifically the academic staff members of the university, 25 of whom were purposefully selected from the desired cases. The data collection tool was a researcher-made self-interactive questionnaire. In order to measure and evaluate the validity of the questionnaire, the criterion of content validity was used. The content validity of the questionnaire was 0.96. The data ANALYSIS was done with interpretive STRUCTURAL modeling method. The results of the research showed that 9 factors play a role as barriers to school-oriented management. Also, the results showed that financial obstacles (the cost of school-oriented management), socio-cultural obstacles and political obstacles (political focus on schools by the central government) as key independent variables have high influence power and low dependence. Also, the results showed that the lack of belief in the professional competence of school administrators, the lack of infrastructure facilities, the emphasis of upper management on the supervision and control of schools, and the lack of cooperation of local communities with school-based management as the linking variables with the greatest power of influence and the greatest power of dependence. and the centralism in the education system of the country and the lack of legal powers to school managers and staff as dependent variables have high dependency power and low influence power.

Abstract: 

The city's regeneration is one of the strategies that lead to urban deterioration and inefficient textures towards revitalization. Using systems thinking on the subject of reinvention can lead to the identification of complex systems that are considered effective in producing and reproducing worn-out textures. In this regard, this study was to benefit from a systemic approach in identifying the the roots of the production and reproduction of historical/worn-out textures in Semnan city. The leading research is among the applied research, and in terms of information and data ANALYSIS, it uses the descriptive-analytical method. The tool for collecting information is also in documents and surveys. The statistical population of the research was 18 university professors, experts, and officials familiar with the urban fabric of Semnan, who were selected by the snowball method. In the end, using experts' opinions, 24 variables were selected as effective drivers of Semnan's production-reproduction system of worn tissue. MicMac software was used for STRUCTURAL-interpretive ANALYSIS of variables. The results show that the rules and regulations governing the regeneration of the studied area are the most important and effective factors. Also, the special ownership conditions governing barren, ruined, and ruined lands have caused the private sector to have no incentive to invest in this area and reproduce the existing conditions. With the continuation of the current process, the existing situation is reproduced. Breaking this round of the reproduction process requires a constructive look at the target neighborhoods from the city administration and government agencies, which can provide the basis for the presence of private sector investors in these neighborhoods

Abstract: 

Optimized STRUCTURAL architect of an Unmanned Lambda Wing Aerial Vehicle (ULWAV) during conceptual design has proven to be a significant challenge due to its unconventional configuration and no historical data for the STRUCTURAL architect. This paper aims to develop a new approach for STRUCTURAL design layout of new generation unconventional aircraft especially for ULWAV. The first step in this approach is to investigate the affecting parameters on STRUCTURAL architecture of these aircrafts then using of modal ANALYSIS to identification the behavior of these unconventional geometries for a general methodology development. The result of this modal ANALYSIS is apportion aircraft geometry to conventional substructures with already well-established defined architect. ULWAV structure architecture has been done by combining the STRUCTURAL architecture of sub-sections and with respect to requirements for systems installation, stealth design objective and packaging requirements. Here the CATIA software is used to optimize general architect with parametric model. To validate the results, the maximum static stress and maximum displacement of the structure were calculated using MSC / Patran software and compared with the values obtained from the optimization process. Dynamic ANALYSIS and buckling stability of STRUCTURAL composite shells are also controlled below. The architect methodology was applied to a case study of an ULWAV. The weight of the optimized structure has also been confirmed by typical case study researches.

Abstract: 

In most researches in the field of ethics, in order to determine the level of social responsibility of companies, various dimensions including employees, customers, natural environment, civil participation and equity have been considered. Therefore, in this study, the OPTIMAL model of observing social responsibility from the perspective of the auditing profession has been investigated using the heuristic factor ANALYSIS approach of STRUCTURAL equations. By examining the theoretical foundations and reviewing the research backgrounds, the variables affecting social responsibility were determined, which were approved by experts. The effective factors were classified into five main groups, which included: perceived service quality, commitment to employee rights, commitment to customer rights, natural environment measures and civic participation, and attitudes toward equity, and the research model was developed. Then, a questionnaire was distributed among a sample of 81 auditors and the data were analyzed using LISREL STRUCTURAL equation modeling. The results of the conceptual model of STRUCTURAL equations indicate that there is a significant impact of each of the factors of perceived service quality, commitment to employee rights, commitment to customer rights, natural environment and civil partnership actions and attitudes towards equity on social responsibility in the final model Has been corporate social.

Abstract: 

Solving complex engineering problems using meta-heuristics requires powerful operators to maintain su cient diversi cation as well as proper intensi cation during the search. Standard Imperialist Competitive Algorithm, ICA, delays search intensi cation by propagating it via a number of arti cial empires that compete each other until one concurs with the others. An Enhanced Imperialist Competitive Algorithm (EICA) is developed here by adding an evolutionary operator to the standard ICA followed by greedy replacement in order to improve its e ectiveness. The new operator introduces a walking step directed from the less signi cant t with a tter individual in each pair of the search agents together with a random scaling and pick-up scheme. EICA performance is then compared with ICA as well as genetic algorithm, particle swarm optimization, di erential evolution, colliding bodies optimization, teaching-learning-based optimization, symbiotic organisms search in a set of fteen test functions. Second, a variety of continuous and discrete engineering benchmarks and STRUCTURAL sizing problems are solved to evaluate EICA in constrained optimization. In this regard, a diversity index and other convergence metrics are traced. The results exhibit a considerable improvement on the algorithm using the proposed features of EICA and its competitive performance, compared to other treated methods.

Abstract: 

The purpose of this study is to level the OPTIMAL analytical topics for evaluating the cost of petrochemical stock in the capital market. In this study, which was synthetic and inductive-deductive in terms of data collection method, 12 accounting and financial management specialists at the university level participated as panel members in the quality department. In fact, in the qualitative part, which used meta-synthesis and Delphi ANALYSIS, the aim was to identify the OPTIMAL analytical themes for the valuation of cost-effective stocks and then, in a small section with the participation of 16 petrochemical brokers, to classify the identified statements in the form of a total interpretive STRUCTURAL modelling based on impact priority. Therefore, relying on meta-synthesis ANALYSIS, 12 studies were first evaluated as the basis for evaluation to determine the OPTIMAL analytical themes of cost-based stock valuation based on critical evaluation, based on which 11 themes were selected propositions and entered into Delphi ANALYSIS to determine theoretical adequacy. In this stage, 3 propositions were removed during the two stages of Delphi ANALYSIS and a total of 8 analytical propositions of stock valuation were economically entered into the quantitative ANALYSIS section, ie total interpretive STRUCTURAL ANALYSIS. In this section, the results show the most influential analytical themes of cost-effective stock valuation in the petrochemical industry, two statements of normal stock market price ANALYSIS based on the current rated price of "K2" and a focus on the net asset value is "K3", which is at the fourth level of this model.

Abstract: 

Introduction: The University is a key and determining factor in the progress and development of any country. One of the biggest challenges that threaten the well-being of this pillar is the detrimental phenomenon of academic misbehavior. To prevent and mitigate the impacts of this problem, which has gripped the higher education system; It is crucial to identify indicators of academic misbehavior. This research aims to conduct a comprehensive interpretive STRUCTURAL ANALYSIS of the indicators of academic misbehavior in Iranian higher education. Methodology: This study employs a mixed-method sequential exploratory design, with data collected in two stages (qualitative and quantitative). In the qualitative stage, information was gathered through unstructured interviews with experts and ANALYSIS of expert’s speeches and interviews. Initially, unstructured interviews were conducted with 17 targeted experts and university faculty members using purposive-snowball sampling and the "theoretical saturation" criterion. In the second step, 12 speeches and interviews with experts from various media platforms were purposefully selected and subjected to thematic ANALYSIS. In the quantitative stage, a questionnaire was developed and administered to a panel of 8 academic staff members to collect data. Interpretive STRUCTURAL modeling (ISM) was employed to establish the relationships between the indicators and derive their interpretive STRUCTURAL model. Findings: The results revealed that the priority indicators of academic misbehavior within the higher education system are as follows: Selling university degrees, bullying, scientific exploitation, negative team building, favoritism, cheating, and scientific plagiarism, and the establishment of markets for the sale of scientific products, and corrupt localizability socializability and false identification. Conclusion: In the present study, with the STRUCTURAL-interpretive approach, indicators of misbehavior in the Iranian higher education system were prioritized in five levels. So in the first level, the indicator “false identification” was the most effective, and in the fifth level, the three indicators “Selling university degrees”, “bullying” and “scientific exploitation” were the most effective. In general, By identifying and prioritizing these indicators, this study provides a better understanding of the issue and facilitates the adoption of appropriate measures to prevent and mitigate academic misbehavior.

Abstract: 

In this paper, a novel risk-based, two-objective (technical and economical) OPTIMAL reactive power dispatch method in a wind-integrated power system is proposed which is more consistent with operational criteria.  The technical objective includes the minimization of the new voltage instability risk index. The economical objective includes cost minimization of reactive power generation and active power loss. The proposed voltage instability risk employs a hybrid possibilistic (Delphi-Fuzzy)-probabilistic approach that takes into consideration the operator’s experience, the wind speed and demand forecast uncertainties when quantifying the risk index. The decision variables are the reactive power resources of the system. To solve the problem, the modified multi-objective particle swarm optimization algorithm with sine and cosine acceleration coefficients is utilized. The method is implemented on the modified IEEE 30-bus system. The proposed method is compared with those in the previously published literature, and the results confirm that the proposed risk index is better at estimating the voltage instability risk of the system, especially in cases with severe impact and low probability. In addition, according to the simulation results compared to typical security-based planning, the proposed risk-based planning may increase the security and economy of the system due to better utilization of system resources.
